this is a purification trough inside tsuyuten shrine, another omnipresent feature of shinto shrines. technically, before you approach a shrine's main hall, you're supposed to use the ladle to rinse (and therefore purify) your hands and mouth with the water from this fountain (these days though, most people simply do their hands). i particularly love the dragon, from whose mouth the pure water flows. not all shrines feature a dragon in this fashion, but quite a few do. i've tried to learn his particular story, but to no avail. shane? :)
